Province Rulers and World Politics

With Galbatorix dead and a set of members chosen to be part of a Council underneath Nasuada who will sort of be the Overlord of Alagaesia now, world peace is certain. However, conflict still remains as the different lords of different provinces vie for power. From now on, there will be different kind of "Loyalties" as it were. Instead of army "x" against army "y" it'll be more politics. Force will not always be there, mostly politics. However, some more extreme loyalists will use force in some cases of meeting people from other provinces. These provinces will basically be the cities along with the extended land around them. Most disputes between provinces will be over the land between them as each claims it for their own. However it is not unheard of for two provinces to join in alliance, combining their resources, land, among other things. The provinces will be as such:
Human Provinces:
Province of Carvahall - open
Province of Therinsford - open
Province of Gil'ead - Lord Aelodil
Province of Teirm - Lady Clarissa
Province of Dras-Leona - Lord Ragdar
Province of Helgrind - open
Province of Uru'baen - Lord Rerukusu
Province of Belatona - Lord Kelocias
Province of The Spine - Lady Caelyn
Elf Provinces:
Province of Ellesmera - Lady Arya
Province of Silthrim - open
Dwarf Provinces:
Province of Dalgon - open
Province of Farthen Dur - open
Kingdom of Surda
The Kingdom of Surda has a leader who would never agree to making his kingdom into separate provinces, ergo why it's being one Kingdom. Characters can have alignment to different Provinces and Provinces can expand on their land and ally together. For instance, Carvahall, and Therinsford would be likely to ally and unite the smaller towns and villages around them together in one united Province. In addition, there may be people who are "neutral" as it were in it all. As in the kind of people who just put their hands up and say, "I've got nothing to do with politics. Leave me out of it.".
