Name: Caelyn

Birthplace: Somewhere in the Spine

Bloodline: Caelyn was born into the Varden, and turned herself into a Shade to avenge her family.

Province: The Spine

History: After the war, Caelyn stayed mainly in Carvahall. However, simply rebuilding a city wasn't enough, and she hated Nasuada as a ruler. Caelyn's former oaths prevented her from killing Nasauada, but she left enough loopholes in her wording that she thinks she can find a way. Caelyn decided to be patient and work her way up to ruling a province. She chose The Spine, because Carvahall is filled with supporters of Nasuada, whereas the Spine is home to some  shadier individuals. Also, Caelyn wishes to discover the secrets of the Spine province. She hopes that these things might lead to her taking the throne.
 
Type: Diplomatic, but she makes some shady business deals, and the people trust her, but only because of her oaths to Nasuada.

How: Caelyn used her former alliance with the Varden to convince the nobles that she was on Nasuada's side. She broke the minds of several more stubborn nobles and got ahold of their true names. No one knows this, though, because the nobles she broke made many extensive oaths. Using connections like these, she slowly worked her way up to power. When in power over the Spine, she helped the citizens to gain their trust and support. Whenever she finds a former member of the Empire, she makes them swear oaths of secrecy to her and secretly join a growing army to take down the queen.

Main Support: She passes laws that help as many  people as possible in order to win their support. She specifically helps the average/middle class.

Why: It's part of her plan to take the throne. (See history)

Ambitions: She wants to expand aggressively, preferably with an army of former supporters of Galbatorix. She keeps this plan hidden from other provinces in order to maintain Nasuada's trust.

Age: 35, but looks 20.

Could you give some more details about how she gained her position, please? It's very unlikely people would let a Shade control them, and even more so that anyone in the Carvahall/Spine area would let anyone against Nasuada get into power because they're some of her biggest supporters. The other nobility would likely take her down swiftly or refuse to do business with her.

Sorry to double post but: there is a character already the lord of the Spine, called Rixen. However the guy who played him hasn't logged in for over a year so I'm happy to have Caelyn overthrow him.
